Karachi: The Sindh Building Control Authority (SBCA) has announced strict measures against builders who fail to complete their projects within the approved timelines, aiming to protect homebuyers and restore confidence in the construction sector.

Provincial Minister for Local Government and Housing & Town Planning, Syed Nasir Hussain Shah, warned that defaulting developers will face suspension of licenses, de-listing or blacklisting, and a ban on approvals for future projects.
The minister directed SBCA Director General Muzammil Hussain Halepoto to compile a detailed list of all projects that remain incomplete beyond their approved deadlines. The exercise aims to identify cases where delays have prolonged possession timelines and created uncertainty for buyers.
Highlighting citizens’ hardships, Shah noted that delayed projects often leave families burdened with ongoing rental payments, loan repayments, and emotional stress due to uncertain possession schedules. “The protection of consumer rights is our top priority,” he said, adding that negligent or bad-faith developers will face legal action.
The minister also called on the Association of Builders and Developers (ABAD) to help identify and discourage unethical actors in the industry. He emphasized that credible industry bodies must support efforts to improve compliance, transparency, and ethical standards, ensuring that responsible developers are recognized while violators face consequences.
The SBCA’s announcement is expected to mark a significant step toward improving accountability in Karachi’s construction sector, addressing longstanding concerns of delayed housing projects, and safeguarding citizens’ investments in real estate.
