Karachi (Staff Reporter): The alleged illegal construction underway on Plot 192-C in PECHS Block 2, and the continuous inaction of the Sindh Building Control Authority (SBCA), has once again brought the city’s rising corruption problem into the spotlight.
According to residents, repeated complaints were filed regarding the illegal structure being raised on the 600-yard plot, yet SBCA officials failed to take any meaningful action.
Official records reveal that a formal demolition order against the illegal construction was issued on October 9, 2025, but the structure was neither halted nor demolished.
Sources claim that the operation was allegedly stopped after an illicit payment of Rs 1 million, while demolition staff and officers from District East reportedly chose to remain silent on the matter.
When the situation was brought to the attention of Sindh Chief Minister Syed Murad Ali Shah, he immediately issued directives to demolish the illegal structure and take stern action against the SBCA officials involved.
However, insiders state that the orders were not effectively implemented.
DG SBCA Muzammil Hussain only suspended SBI officer Imtiaz Sheikh, leaving the rest of the system intact — a move that has drawn widespread criticism from civil society.
Analysts argue that if the October 9 demolition order had been enforced, multiple officials would have faced action. Instead, suspending a single officer appears to be an attempt to “bury the matter.”
Furthermore, after Shahmeer Bhutto’s removal and new appointments within SBCA, it was expected that illegal constructions would decline. Instead, the practice has accelerated across Karachi.
Sources allege that weekly collections worth millions of rupees have become routine in every district, with Friday reportedly designated as ‘collection day’.
Residents have urged the Chief Minister to launch indiscriminate action against illegal constructions and systemic corruption across the city, including the PECHS Plot 192-C case, to restore the rule of law.

“If immediate action is not taken, illegal constructions will engulf the entire city of Karachi.”
