Global perceptions of the United States have declined for the second consecutive year and have now fallen below views of Russia, according to an annual democracy survey released on Friday.

The Democracy Perception Index, commissioned by the Denmark-based Alliance of Democracies Foundation, found that international opinion of the US has deteriorated sharply amid growing concerns over President Donald Trump’s foreign policies and tensions within the NATO alliance.
According to the survey, the United States was also among the countries most frequently identified as a major threat to global stability, alongside Russia and Israel.
Former NATO Secretary General and Alliance founder Anders Fogh Rasmussen said the decline in America’s global image was “saddening but not shocking,” citing Washington’s recent foreign policy decisions.
He pointed to strained transatlantic relations, trade tariffs, threats regarding Greenland, reduced support for Ukraine, and the US-Israeli conflict involving Iran as key factors contributing to the decline in perceptions.
The survey showed that the United States recorded a net perception score of -16%, a sharp fall from +22% two years ago. In comparison, Russia scored -11%, while China received a positive rating of +7%.
The report noted that growing uncertainty over NATO’s future has also unsettled European allies after President Trump reportedly threatened to reconsider Washington’s role in the alliance during disagreements over naval operations in the Strait of Hormuz.
The survey was conducted by polling firm Nira Data between March 19 and April 21, gathering responses from more than 94,000 participants across 98 countries.
