Pakistan plans to develop a Manhattan-style residential and recreational project in Islamabad and has invited Saudi investors to explore opportunities in the country, Interior Minister Mohsin Naqvi said on Friday. Addressing the Saudi Real Estate Expo, Naqvi said the proposed development would feature residential facilities and other amenities arranged around a central park. The project forms part of the government’s broader vision to modernise urban development in the federal capital. The minister also outlined plans to upgrade Islamabad’s safari park by increasing its animal population and expanding recreational facilities to attract more visitors. Naqvi said Pakistan offered significant investment opportunities in real estate, tourism and recreation. He encouraged Saudi investors to participate in projects designed to expand urban infrastructure and improve leisure facilities. The interior minister also announced plans for a one-window operation to simplify investment procedures and accelerate project approvals. Under the proposed system, authorities aim to complete approvals and related formalities within days rather than weeks or months. The initiative seeks to reduce administrative delays and make it easier for domestic and foreign investors to launch development projects. Its effectiveness, however, will depend on implementation and coordination between the relevant government departments. Naqvi said the government would also involve relevant stakeholders in project auctions to encourage participation and promote transparency. Clear bidding procedures could help strengthen investor confidence and support competition for development opportunities. The proposed Manhattan-style project could create opportunities for real estate developers, construction companies and service providers if it moves into implementation. Large-scale developments can also generate employment and stimulate demand for transport, hospitality and other supporting services. However, officials have not yet disclosed the project’s location, size, estimated cost, financing arrangements or construction timeline. Further details on land use, infrastructure requirements and investment terms will be needed to assess its potential scale and economic impact. The planned safari park improvements are intended to expand Islamabad’s recreational attractions for residents and visitors. Additional investment in leisure facilities could also benefit businesses operating in tourism, food services, transport and hospitality. Pakistan hopes to attract greater foreign investment by improving administrative procedures and strengthening cooperation with Saudi businesses. The proposed projects and one-window approval system remain announced plans, with further official details needed to confirm implementation schedules and investment commitments.
