KARACHI — The Association of Builders and Developers of Pakistan (ABAD) has written an urgent letter to Sindh Chief Minister Syed Murad Ali Shah, accusing Sindh Building Control Authority (SBCA) Deputy Director Riaz Mulla of blackmail, harassment, and making illegal demands on builders and developers.

In the letter, ABAD Chairman Mohammad Hassan Baksh stated that multiple complaints from the business community indicate that Riaz Mulla has allegedly targeted builders through malicious actions and abusive language, harming both commercial activities and the reputation of the Sindh government.
ABAD has called for an immediate, transparent, and impartial inquiry and urged that the officer be suspended until the findings are submitted, to prevent any potential interference. The association has nominated Vice Chairman Tariq Aziz as the focal person for coordination on this matter. Copies of the complaint have also been sent to the Provincial Minister for Local Government, the Chairman of Sindh Anti-Corruption Establishment, and the Pakistan Crime and Corruption Control (PCIC).
Background: Sources claim that Riaz Mulla has allegedly overseen illegal constructions in Orangi Town, including banquet halls, ballrooms, petrol pumps, and commercial structures, allegedly operating under a monthly payment system. He has reportedly been posted in Orangi Town and District West for nearly eight years. Despite ongoing irregularities, the Local Government Minister Nasir Hussain Shah and SBCA Director General Muzammil Hussain have reportedly remained silent.
ABAD said the matter has now reached a point where the business community’s formal intervention is necessary to protect Karachi’s commercial interests.
