Russian authorities said the attack targeted a dormitory at a college affiliated with Luhansk Pedagogical University in Starobilsk, where 86 teenagers between the ages of 14 and 18 were reportedly sleeping at the time.
Yana Lantratova alleged that Ukrainian forces carried out a deliberate strike on the facility, while Russian-installed regional head Leonid Pasechnik said rescue teams continued searching for people believed trapped under the rubble.
Authorities stated that two individuals had been rescued from the debris as emergency operations remained ongoing.
Images and videos released by Russian officials showed heavily damaged buildings, rescue workers operating at the scene and fires burning in the aftermath of the strike.
There was no immediate response from Ukrainian authorities regarding the reported incident. Independent verification of the claims was not immediately available.
The Luhansk region remains one of four Ukrainian territories claimed by Russia in 2022, a move rejected by Kyiv and much of the international community.
