KARACHI: Fresh questions have emerged over the role of the Karachi Metropolitan Corporation (KMC) Land Department following allegations of encroachment and controversial construction activities near Hill Park.

According to official documents, the KMC Land Department issued a conditional No Objection Certificate (NOC) on April 30 for a plot located in PECHS Block 6 near Hill Park. The NOC stated that the department would not object to construction on the site provided that the relevant housing society and other authorised agencies raised no objections and that the land was free from encroachment on government or KMC property.
However, the document also clarified that the NOC did not confirm ownership rights, legal status, or official demarcation of the land.
In a separate development, the KMC Director of Land wrote to the Senior Superintendent of Police (SSP) East, alleging that certain individuals were attempting to legitimise occupation and construction on government-owned and Hill Park land through the use of various documents and NOCs.
The letter urged law enforcement authorities to take action against alleged illegal constructions and investigate the use of questionable documentation linked to the disputed land.
Meanwhile, Karachi Mayor Murtaza Wahab addressed the issue during a press conference, reiterating that Hill Park remains the property of the KMC.
Responding to concerns regarding the disputed land, the mayor stated that not a single inch of Hill Park had been allocated or transferred to any individual or private party.
The controversy has intensified calls for greater transparency regarding land management and construction activities in areas surrounding one of Karachi’s prominent public parks.
